Universsal Tool For Transponders

Hi, just out of the blue here. Is there such a universal device what can plug in to virtually any OBD port of a car and can tell you if the key chip is talking to the ignition ring around the column for immobilizer issues to narrow down the guess work? Rather less just say that you haven't got dealer level tool or a snap on reader for example.
