VW Passat 3C PIN Reading Issue

Guys

Trying to pull pin on a 3 c passat with PPD management .The Elv has failed and is not allowing any ignition function.
By power fuse I can wake car up and activate ignition relay ect .
Using MVP and Iscancar both fail to read login saying seed protection fail or similar .
All the Elv replacements I have changed so far have allowed ignition to cycle but obviously not start.
Is the PPD in permanent lock down while the Elv is faulty? ( fault code is internal error - hard resets immediately)

What if I dangle new virgin ELV and attempt to re- read engine for login? Or is removing comfort module and EEPROM read the only way forward..
