Renault Traffic 2006 1.9 DCi Lack Of Power

Hello guys. Need help again. I have Renault Traffic 1.9 dCi 2006 year (Traffic 100). There is lack of power in low RPM.
There is feeling of boost from 2000, 2200 RPM. No power, no boost to this RPM, only after. I think it should be from 1500RPM.

I changed:
- Boost sensor
- Boost solenoid
- Turbocharger
- EGR valve

NO any DTC's. No air leaks.

Please help.
