Saab 2004 2.2 TDi DTC P0402

Hi mates
Need some help with this f....g Saab car: 2004 2.2 TDi PSG16 without partical filter.
Problem is the car very slow and doesn't go over 3000 rmp.
I got fault code P0402

Costumer tried to change:
PSG16 pump new one.
MAF new one.
Turbocharger new one.
EGR valve new one.
Vacuum system all valve new ones.

Checked exhaust and swirl seems ok.

The problem make me crazy, someone with any idea please?
