Has anyone got a virgin dump for above immo box with ST24c04 eeprom they can post?

Also can any shed some light on decoding these locks as customer has moved house, can't find his V5 so dealer or other suppliers will not give key code.
This lock picks easily but when I decode the lock and cut a blank it will not work.
